The Executive Director of Refuge House, Inc. reports to the volunteer Refuge House Board of Directors, and is responsible for the overall management, administration, fiscal operations, resource development, and delivery of services for the agency. Refuge House is a 501(c)(3) organization founded in 1978, and is the state-certified provider of domestic violence and sexual assault services for the eight county “Big Bend” region of north Florida. Those counties include Leon, Gadsden, Jefferson, Wakulla, Liberty, Franklin, Madison, and Taylor. The agency has a budget of $3.7 million and a staff of over 60 professionals. Last year, Refuge House provided assistance to over 5,000 women, children, and men affected by domestic violence, sexual assault, or commercial sexual exploitation. The agency offers comprehensive services including 24-hour helplines; emergency shelters; medical/forensic services for sexual assault victims; injunction assistance; counseling, advocacy, and therapy; transitional and permanent housing; and community education.
The agency collaborates at a high level with many other organizations across our diverse communities, including law enforcement, the courts, human services and mental health providers, government, public and private sector funders, corporate, religious, and individual supporters in support of our mission to save lives, build hope, and end violence for everyone.
This leadership position requires an experienced executive with extensive management experience, understanding of the dynamics of domestic violence and sexual assault, experience in implementing effective service delivery strategies, and strong community advocacy skills. The current Executive Director has served in the position for 15 years and is retiring.

Executive Director Key Responsibilities:
|· Collaborates with the Board of Directors and management team to develop and implement a comprehensive strategic plan for the organization, while ensuring that budget, staff, and priorities are aligned with the organization’s mission.|
· Develops a strong relationship with the Board Chair and Board members. Works collaboratively with the Board in the development and implementation of strategic goals and the organization’s vision for the future. Keeps the Board informed about changes in policy and program, legal and economic impacts, and future direction of the organization.
|· Provides professional leadership to the Board members to assure development of an effective and motivated Board, including identification, recruitment, training, and involvement of members in meeting the goals of the organization.|
· Serves as the leader in fundraising efforts by working with the Board members and the development team to establish an annual fundraising plan for operations and program services based on the needs of the organization and community. Ensures public and private partnerships and resources are developed to support operational and future needs by instilling confidence, credibility, and trust with community leaders and donors.
|· Engages with the community, community leaders, donors, and other relevant stakeholders to promote the organization’s profile, mission, goals and advocacy.|
· Oversees the financial status of the organization, including the development of short and long range financial plans; monitors operating budget and ensures sound financial controls are in place; sets financial priorities ensuring that organizational resources are allocated in a manner that most effectively and efficiently drives progress.
|· Ensures the organization meets compliance, ethical, legal, and regulatory guidelines while meeting and/or exceeding established outcomes and benchmarks.|
|· Ensures and maintains a positive image within the community as leader of the organization. Serves as the main spokesperson for the organization with the media.|
|· Provides staff a strong day-to-day leadership presence. Leads, coaches, develops, and retains a high-performance team with an emphasis on developing capacity in key areas, while establishing clear direction of responsibilities, objectives and goals.|
|· Sets example for performance excellence; influential and persuasive; treats staff members, participants, business contacts and others with respect and dignity.|
· Available and supportive of staff; effectively recruits, schedules, develops, and trains staff; prompt in completing employee appraisals. Works closely with employees in identifying training classes or educational needs that will increase the employees’ capabilities for future growth.
|· Manages department(s) budgets, grants, and projects effectively with emphasis on controlled expenses and budget restraints without sacrificing services or results. Monitors and evaluates results utilizing financial resources and advises and takes action accordingly.|
· Effectively communicates organization’s vision in alignment to strategic plan. Sets and communicates goals and priorities; develops action plans. Manages resources and creates contingency plans as necessary. Practices sound project management, time management and stress management.
|· Is flexible and adapts to circumstances/change. Is able to effectively chart course of action during change and helps others on the team during the transition.|
Qualifications & Requirements:
|Education||Minimum 4-year degree required. Post graduate work or secondary degree preferred.
|Budget Oversight||$3.5+ million.
|Financial Acumen||Experience with budget oversight and responsibility, coupled with basic accounting knowledge and familiarity with elements of nonprofit financial statements.
|Management Experience||10+ years.
|Domestic Violence Experience||5+ years.
|Sexual Violence Experience||5+ years.
|Policy Expertise||Substantial knowledge of domestic violence and sexual violence policy and victim services philosophy, including feminist empowerment/rights-based perspectives and inclusion of undeserved/oppressed populations.
|Staff Development||Substantial supervising experience at management level. Knowledge of human resources standards, personnel administration, and training compliance.
|Nonprofit Experience||Working knowledge of non-profit business operations and federal/state grant and contract funding mechanisms.
|Development/Fundraising/Grants||Experience creating and enhancing relationships with existing and potential donors/funders to ensure current and future funding. Knowledge of grants and public contracts process.
|Compliance||Familiarity and understanding of data and statistics tracking and reporting, contract monitoring, ethical oversight in conformity with rules, expectations, and allowable uses of funding. Knowledge of quality assurance practices.
|Program Development||Substantial experience in developing program services responsive to survivor and community needs, including staffing/capacity planning, program implementation strategies, program goals and performance measures.
|Community Engagement and Advocacy||Experience in developing a base of community influence, competency in tactful and diligent relationship building, ability to maintain high visibility in the local community to advocate for Refuge House mission and those we serve. Ability to connect and communicate effectively with diverse communities (for example: urban, rural, university, all economic sectors, faith-based, diverse racial and ethnic populations, LGBTQ, professional stakeholders).|
|Board Exposure or Experience||Experience collaborating with, reporting to, and taking guidance from a Board of Directors.
|Other||Valid Florida driver’s license. Employment qualified per Florida Level II background screening.
The Executive Director reports directly to the Board of Directors. Working with the Board, annual goals are set for the ED and progress is assessed annually.
Direct reports to the ED include:
- Assistant Director;
- Chief Financial Officer;
- Contract Manager;
- Director of Development.
